An expansion lawmakers keep reshaping

Coverage began January 1, 2020 after enrollment opened November 1, 2019.[KFF] In March 2025 the governor signed H0345, which directs the Department of Health and Welfare to seek work requirements and to let expansion adults between 100% and 138% of the poverty line take Marketplace tax credits instead of Medicaid; it also strengthened Idaho’s trigger law, requiring cuts to offset any drop in the federal match while the legislature is out of session.[KFF]

Idaho’s separate CHIP stops at 185% of the poverty line (190% with the disregard), and pregnancy coverage at 133% (138%) — the lowest of any state on both counts.[MACPAC] A pregnant woman in a household of three earning $3,529 a month qualifies in most states but not in Idaho.

Postpartum, approved in 2025

Idaho was one of the later states to extend postpartum Medicaid to a year; CMS approved its state plan amendment on January 17, 2025.[KFF] Given Idaho’s 138% pregnancy limit, the extension mainly helps mothers who qualified at low incomes stay covered while their earnings recover.[MACPAC]
