OHP Bridge between Medicaid and the Marketplace

Adults with income above Medicaid’s 138% and up to 200% of the poverty line are covered by Oregon’s Basic Health Program rather than buying Marketplace plans.[MACPAC] The calculator flags this band when an adult is just over the OHP line.

Children and pregnancy

OHP covers babies to 185% of the poverty line and older children to 133% with regular Medicaid funds, then extends every age to 300% with CHIP funds.[MACPAC] Pregnancy and from-conception coverage both stop at 185%.[MACPAC]

Postpartum

Oregon received approval for 12-month postpartum coverage on May 25, 2022.[KFF] Because Oregon’s Basic Health Program covers adults up to 200% of the poverty line, a mother leaving postpartum Medicaid may land there rather than in a Marketplace plan.[MACPAC]

Applying

Apply through ONE Oregon, run with the Oregon Health Authority. The parent/caretaker group reaches 31% of the poverty line; Oregon is an “SSI criteria” state without a poverty-level or medically needy group for older adults.[MACPAC][MACPAC]
