A rewritten trigger law

In March 2026 Governor Cox signed HB 15, changing the trigger law that has existed since the expansion began: if the federal match falls below 90%, the health department must produce a plan within 60 days to keep the expansion, and the end date moves to the next adjournment of the legislature. Utah also applied for a work-requirement amendment but does not expect to use it before federal rules start.[KFF]

Low pregnancy and infant limits

Medicaid covers babies, children 1–5 and pregnant women only to 139% of the poverty line (144% with the disregard) and older children to 133%; Utah’s separate CHIP covers children above those points to 200%.[MACPAC]

Postpartum

Utah’s postpartum extension was approved March 8, 2024.[KFF] With pregnancy covered only to 144% of the poverty line including the disregard, it matters chiefly for low-income mothers.[MACPAC]
