KidsCare steps in at different ages

AHCCCS covers babies to 147% of the poverty line, toddlers to 141% and school-age children to 133%; KidsCare, the separate CHIP, covers all of them above those points up to 225% (230% with the disregard).[MACPAC] Because KidsCare is a separate program, a child generally must be uninsured to join it.

Pregnancy coverage stops at 156% of the poverty line (161% with the disregard), well below KidsCare’s ceiling, and Arizona does not use the from-conception option.[MACPAC]

Work requirements and a lifetime limit on the table

Arizona expanded Medicaid on January 1, 2014 and has a trigger law that would end the expansion if the enhanced federal match drops.[KFF] It has asked CMS to amend the AHCCCS waiver to add work requirements for expansion adults and a five-year lifetime limit on coverage for people subject to them; federal community-engagement rules apply from January 1, 2027 either way.[KFF][CMS]

A year of coverage after birth

AHCCCS keeps postpartum members enrolled for 12 months; Arizona’s state plan amendment was approved April 6, 2023.[KFF] That matters most for mothers between 138% and 161% of the poverty line, who would otherwise drop to the adult limit after delivery.
