The 2025 trigger law

Governor DeWine signed the state’s 2026–2027 budget in July 2025 with a provision ending expansion coverage at once if the enhanced federal matching rate is set below 90%.[KFF] The expansion itself dates to January 1, 2014.[KFF]

Parents get more than most

Ohio’s own parent/caretaker group reaches 90% of the poverty line before the expansion takes over at 138%.[MACPAC]

Postpartum

Ohio’s postpartum extension was approved August 16, 2022.[KFF] A mother covered during pregnancy at up to 205% of the poverty line keeps Medicaid for the following 12 months; newborns are deemed eligible to 200%.[MACPAC]

Children and pregnancy

Children of every age are covered by Medicaid to 156% of the poverty line and, with CHIP funds, to 206%; Ohio has no separate CHIP.[MACPAC] Pregnancy coverage reaches 200%.[MACPAC]
