HIP, then HIP 3.0

Indiana implemented the expansion on February 1, 2015 through its HIP 2.0 waiver, and a trigger law would end it if federal funding drops.[KFF] A federal judge vacated HIP 2.0’s approval in June 2024, removing the state’s authority to charge premiums beyond federal limits. Indiana is now seeking HIP 3.0, which would put all expansion adults in one waiver with cost sharing, discounts for healthy behaviors and the power to cap enrollment, starting October 1, 2027.[KFF]

Children and pregnancy

Infants are covered in Medicaid to 208% of the poverty line and older children to 158%; the separate CHIP then covers children to 250%.[MACPAC] Pregnancy coverage runs to 208%.[MACPAC]

Postpartum coverage

Indiana dropped a narrower waiver that would have extended postpartum coverage only for people with opioid use disorder and instead adopted the full 12-month extension, approved September 8, 2022.[KFF]
