Eligibility checklist

All Kids is Medicaid

Illinois runs no separate CHIP. All Kids covers children to 142% of the poverty line with regular Medicaid funds and continues to 313% with CHIP funds, all inside one Medicaid program, so there is nothing extra to apply for.[MACPAC] Pregnancy and from-conception coverage both run to 208%.[MACPAC]

Expansion with a trigger

The expansion has covered adults since January 1, 2014, but Illinois has a trigger law that would end it if the enhanced federal match falls.[KFF] The parent/caretaker group, at 133%, matches the expansion line.[MACPAC]

Postpartum, including immigrants

Illinois extended Medicaid postpartum coverage to 12 months (approved October 20, 2022) and used a CHIP health services initiative to extend the same year to people covered through the unborn-child option who are not eligible for Medicaid because of immigration status.[KFF]

Older adults: a 209(b) state at 100%

Illinois sets its own aged/disabled rules, and all three of its standards — the 209(b) level, the poverty-level group and the medically needy level — sit at 100% of the poverty line.[MACPAC] Applications go through ABE, the state’s Application for Benefits Eligibility, run by Healthcare and Family Services and the Department of Human Services.

Worked example

A Naperville parent with two children earns $6,500 a month. That is 285.5% of the poverty line for 3.
