A 2015 table and a 2026 poverty line
HHSC’s Texas Works Handbook still uses the October 2015 dollar standards for Parents and Caretaker Relatives — $230 a month for a one-parent family of three and $251 when two parents live in the home — plus the 5% disregard, $113.85 for three. The calculator asks whether two parents live in the home and switches tables.[state]
Everything tied to the poverty line moved on March 1, 2026, when Texas adopted the 2026 guidelines: Medicaid for babies at 198%, ages 1–5 at 144%, ages 6–18 at 133%, CHIP at 201%, and CHIP perinatal coverage for unborn children at 202%.[state]
| Group | FPL | 1 | 2 | 3 | 4 | 6 |
|---|---|---|---|---|---|---|
| Parents | table | $170 | $287 | $344 | $415 | $541 |
| Pregnancy | 207% | $2,754 | $3,733 | $4,713 | $5,693 | $7,653 |
| Children | 206% | $2,740 | $3,715 | $4,690 | $5,665 | $7,616 |
Adults without children
No Medicaid group covers a non-disabled adult under 65 without dependent children in Texas, at any income. Below 100% of the poverty line such an adult also cannot get Marketplace tax credits.[KFF][CFR] Texas runs a separate women’s health program, Healthy Texas Women, with its own handbook section and rules.[state]
Postpartum, approved in 2024
Texas extended postpartum Medicaid to 12 months after CMS approved its state plan amendment on January 17, 2024.[KFF] A mother who qualified during pregnancy at up to 203% of the poverty line keeps coverage for that year, then faces the parent table described above.[state]
Applying
Apply through Your Texas Benefits. Older Texans rely on SSI-linked Medicaid or nursing-facility and waiver eligibility at three times the SSI rate; Texas has no poverty-level or medically needy group for them.[MACPAC]
Worked example
A single mother in San Antonio with a 3-year-old and an 8-year-old earns $1,200 a month. That is 52.7% of the poverty line for 3.
