Eligibility checklist

Children and pregnancy

Regular Medicaid covers children under six to 147% of the poverty line and older children to 133%; CHIP funds extend all of them to 200% within Medicaid, so there is no separate CHIP application.[MACPAC] Pregnancy coverage ends at 170%, below the children’s line.[MACPAC]

A 209(b) state with a built-in disregard

For aged, blind and disabled residents North Dakota applies its own standard of about 90% of the poverty line. Its medically needy income limit is only about $500 a month, but the state disregards income between that figure and 90% of the poverty line, which effectively raises the spend-down threshold to 90%.[MACPAC]

Postpartum

North Dakota’s 12-month postpartum extension was approved January 12, 2023.[KFF] Newborns of covered mothers are deemed eligible to 170% of the poverty line.[MACPAC]

Applying

Use the Apply for Help portal from North Dakota Health and Human Services. Parents have their own group to 40% of the poverty line; the expansion, in place since January 1, 2014, covers them above it.[MACPAC][KFF]

Worked example

A Fargo couple expecting a baby (three people for Medicaid) earns $4,700 a month. That is 206.4% of the poverty line for 3.
